Annexation Application, Process Type IV

If your land is currently within the urban growth boundary, but outside the city boundary, and you wish to bring your land within the city boundary, then you will need to apply for an Annexation.

Base fee $1,800 (less than one (1) acre.

1 to 10 acres

Comprehensive Plan Amendment Application, Process Type IV  

The comprehensive plan map is a map that shows how we would like Canby to look, zoning wise, in the future.  If you would like the future zoning changed on your property, you will need to apply for a Comprehensive Plan Amendment.

  • Fee $3,220

Conditional Use Permit Application, Process Type III  

Each zone has a list of activities that are approved without need for an application, like office space or a single-family home.  There is also a list of activities that are conditional, based on the approval of the Planning Commission.  If you would like to conduct or build something on your land that is a conditional use, you will need to apply for a Conditional Use Permit.

Erosion Prevention/Sediment Control Information and Application

Required by Clackamas County Water Environment Services, builders are responsible to keep all debris out of the street and storm drainage system. 

Expansion of Nonconforming Structure or Use, Process Type II

Historic Designation Pre-Application

 Lot Line Adjustment Application  

If you are not creating any new lots, but you wish to alter the shape of your property, then you will need to apply for a Lot Line Adjustment.  Further information can be found in the Canby Municipal Code chapter 16.58.

  •  Fee $520

Major Land Partition Application  

If you are dividing a single property into two or three parcels, then you need to do a land partition.  A land partition also includes when you are combining two or three parcels into one single property.   If you are creating a road as part of your partition, then you need a Major Partition application.  If you are not creating a road as part of your partition, then you need to do a Minor Land Partition.  Further information can be found in the Canby Municipal Code chapter 16.60.

  • Fee $1,360

Major Variance Application  

If you meet the conditions listed in municipal code chapter 16.53.010 and it is necessary to reduce your setbacks by up to 10% of the required distance, then you may apply for a Minor Variance.  If you meet the conditions listed in municipal code chapter 16.53.020 and you have an exceptional or extraordinary circumstance which makes it impossible to meet zoning or code standards for your property, then you may apply for a Major Variance.

  • Fee: $2880

Parking Lot/Paving Project Application  

  • Fee $300

Planned Unit Development Application (PUD)  

Any subdivision can be a planned unit development.  The PUD allows greater flexibility in standards, such as lot size, layout, parking, ect.  In exchange, land is dedicated for open space.  See Canby Municipal Code Chapter 16.76 for further requirements.

  • Fee $900 + $33 per unit

System Development Charge (SDC)

Sign Permit Application, Process Type I  

  • Fee (Plan Review) $50

  • Planning commission Review (if required) $280)

Site and Design Review Application  

Any new development except for single-family homes or duplexes, is required to go through the Site and Design Review process.  More information and a complete list of exemptions can be found in municipal code chapter 16.49.

  • Fee: Total Fee = Size Component (based on acreage)+ Public Improvement Component  

  • Size Component  

    $1,500 first 0.5 acres  
    $100 for each additional 0.1 acres from 0.5 acres up to 2.5 acres  
    $100 for each additional 0.5 acres from 2.5 acres up to 8.0 acres  
    $100 for each additional 1.0 acres from 8.0 acres up to 13 acres  
    $5,000 Maximum for 13 acres and above

  • Public Improvements Component

0.3% of total estimated public improvement cost (to be submitted with design review application). No Cap on cost  

Site and Design Review Modification Application  

Any changes to an approved Site and Design Review need to be approved by the Planning Commission using this form.

  • Fee: $720

  • Public Hearing: $460

Text Amendment Application  

  • Fee: $ 2,880

Zone Map Change Application  

Every parcel with in the city boundaries has a zoning designation.  If you wish to apply for a change in your property's zoning designation, you will need to submit a Zone Map Change application

  • Fee $2,640
